Darrin has 30 years experience working in the projects environment initially as an engineer and project manager and later as a commercial and financial adviser.  He specialises in the delivery of infrastructure projects including business cases, commercial, strategic and financial advice, project structuring, risk identification, project evaluation and contract negotiations. Darrin spent just over a year seconded to the Office of the Victorian Treasurer focused on the implementation of the State’s Public Private Partnerships (PPP) programme which culminated in the release by the Victorian Government of its Partnerships Victoria policy and guidelines.  His role included hands on direction over the original policy and guidelines.  Darrin also has a wealth of PPP delivery experience that encompasses projects in the United Kingdom, Hong Kong, and Australia. He has delivered projects in most asset classes including transport, health, social housing, justice, education, water, and events facilities. Darrin regularly conducts workshops and training for PPP practitioners and speaks at conferences.  He has also published several papers in leading academic journals and books dealing with various issues relating to PPP implementation, including Public Private Partnerships: the revolution in infrastructure provision and project finance which won the 2006 Blake Dawson Waldron award for business literature in Australia. His latest book published in 2017 is titled "Global Developments in Public Infrastructure Procurement: Evaluating Public-Private Partnerships and Other Procurement Options."
